If the first medium is air, the velocity is approximately the speed of light in a vacuum, a constant (c). Then

    nr    =                         C
               velocity of light in 2nd medium

Air provides a standard to which all other refractive indices may be compared. Since light is slowed by all media except a vacuum, the index of refraction will always be greater than 1.00.
